           I am directed to acknowledge the receipt of your communication of 8th Feby.
 
                        The Major Genl. Comgd. regrets that he cannot comply with your request to send an Engr officer. Mr. Baker a citizen in the employ of that Dept. has been ordered to New Orleans and it is not known that we have an officer in the Com'd, at this point competent to take charge of fortifications. The General therefore directs, that you continue the work the best way you can.
