I ask leave to submit, for such reference and notice as you judge proper, the inclosed copy of a communication I addressed to General Henry Heth as a Member of the Commission for the Antietam Battlefield.
Since writing that letter I understand the office of the Commission is practically closed by reason of exhausted appropriation and that General Heth is no longer officiating as a Member of the Commission.
I hope this condition will be considered sufficient apology for my addressing you in vidication of history so far as the old Tamany Regiment is interested.
