Sir: In the claim for Invalid Pension No. 379.344, of Michael Feather the Claimant is required to state under oath his place or several places of residence, and what his occupation was for three years immediately preceding his enlistment, and what it has been during the period from his discharge to the present time giving the dates of any changes in his residence. He must also give a full and circumstantial history of his disability and its incurence from the time when it first appeared mentioning all medical treatment wich he has recieved and the names and residence of his physicians, and wich, if any of them, are deceased. If he has suffered from any attacks of acute disease of any kind sins the incurence of his disability, the time when such attacks occurred, their character and violence must be set forth and he must state when and by whom he was treated for the same. He must also state wether he has performed any manuel labor since his discharge and if so, what kind, and wether at any time and for what period or periods, giving the dates as nearly as possible, he has been prevented from following his usual occupation.
Until the foregoing requirements shall have been complied with no further action will be taken in this claim. very respectfully

1.—The affidavit of a Commissioned officer of Claimant's Company or regiment, wich should state when where and circumstances under wich the alleged Scurvy and intermittent Fever were contracted.

I sent Dr Lashells letter to the Department on the 23rd of April 1883. I wrote to Dr W. B. Hull according to address furnished but got no answer

Claimants afidavit Nov 10th 1883
Claimant states, That he is unable to prove his condition from date of discharge up to the year 1880 by medical testimony for the reason that he had no family physician pryer to that time. As to the treatment while in Hospital the Doctor at the Hospital at Little Washington North Carolina told me that my desease was Scurvy and intermittent Fever, and said that he could not cure me as he could not get the proper diet there for me. that was between the 14 of June and 10th of July 1863 I was then sent to a Hospital at Philadelphia Penna on the way there I took cold and was treated for I think plurisy in left side while in the Hopsital at Philadelphia my teeth ware all loose and the diet they gave me was raw potatos & venigar and other vegatables, but dit not say what they treated me for this was between 12th and 24th of July 1863. I was then sent to Harrisburgh Camp Hospital Penna and was in the Hospital there untill discharge August 9th 1863. I am now and have been suffering with Scurvy ever since I first contracted it while on duty at Little Washington N.C.
He respectfully requests that the testimony of Dr J. H. Wengert neighbours & others and other testimony on file be accepted in lew of that required dated Oct 20th 1883

In the Pension Claim above discribed Claimant is required to furnish additional testimony discribing very minutely his physical condition while in the Service in 1863. He is also required to show by compitent testimony what his physical condition was at date of enlistment in February 1865. You are also informed that the testimony of Dr. J. H. Wengert can not be accepted for the reason that this office is in receipt of information that he is not reliable, therefore other reliable testimony must be furnished showing condition at date of discharge and up to 1880. If unable to furnish the evidence indicated or any part thereof pleas so state under oath.

I have knowen the Claiment ever since 1855. he was considered one of the healthiest men in our neighbourhood and was free from any desease called Scurvy to the best of my knowledge when he entered the Service when he came home from the army the first time he was sick and when walking he had to use a cain these facts I know for the reason that he lived on my Farthers farm and I seen and conversed with him very often, before he went to the army, and immediately after he came back the first time wich was in the month of August 1863 he was not able to put away his corn and his neighbours went to gether and put it away for him. he moved away for the reason that he was not able to carry on the farm, and he was not able to do any manuel labour. his physical condition from the time he was discharged the first time up to the date of his entering the Service the second time wich was by being drafted in February 1865 had improved some so that he was able to do some work I saw the Claiment a short time after his return from the Service the last time wich was in 1865 in the month of July his physical condition from that time on up to the preasent has been bad so much so, that he was not able to get about, and not able to perform any labour for weeks at a time. I further state that I believe that he has been disabled for performing manuel labour two thirds of the time on an average each year from date of discharge up to the preasent time. the above facts I know for the reason that I have lived within two miles of him all that time and I have worked with him, and

I saw Michael Feather the Claiment in a short time after his return from the army the first time wich was in the month of August 1863 his physical condition at that time and on up to the time he was drafted in February 1865 was poor he could scarcely get around and was not able to perform any work of any consequence and his condition from time of his last discharge wich was in 1865 up to the preasent is and has been poor. these facts I know for the reason that he worked for me and could not stand it he also had to quit the carpenter trade on account of poor health from the acquaintinence I had with him before he went to the army and since his return I know that he is not able to do near half manuel labour since his return from the Service the sickness from wich he has been suffering with I honestly belief he contracted while in the army of the United States these facts I know from being intimately acquainted with him before he went to the army and since his return as I have been a neighbour of his all the time and and living within two miles up to the preasent time

I have knowen the Claiment very intimately for the last seven years I know him as well as neighbours can know each other as I have lived that time within about three hundred yards of him I see him almost dayly, and talk with him, in regard to his physical condition in all that time I must say that his health has been very poor to such an extent that he could not do but very little work up to the preasent time. to the best of my knowledge I believe he is suffering with Scurvy as the gums is eaten away from around his teeth above and below and his breath is very offencive, and on an average each year sins that time he has been disabled for performing manuel labour fully two thirds of the time I also know that he has been for weeks at a time that he has not been able to get around or do any work at all, and his looks show plainly that he is unwell

In the claim above discribed Claimant is required to furnish the testimony of a commissioned officer Orderly Sergent or two or more comrads who ware present and can testifi from their own personal knowledge that he was suffering from Scurvy while in the Service. He is also required to furnish the testimony of his regimental Surgeon or Surgeons, Drs. W.S. Deming Wellsborough Pa and W. B. Hull of Williamsport Pa. The testimony of Captain Robinett and comrads now on file can not be accepted as evidence to establish Scurvy for the reason that the fail to say anything about Scurvy but do testify to fever wich is not alleged. The Claimant has a reccord of measels but has no record of Scurvy, therefore medical testimony is necesary in the Service. there is no medical evidence on file showing treatment for any disease sins discharge untill 1880 when he was treated by Dr Wengert. Jacob D. Burket testifies that Claimant was so weak that he had to hire a conveyance to take him home after he was discharged but fails to say anything about Scurvy If Claimant is unable to furnish medical testimony covering the periot or any part thereof from date of discharge up to 1880, by reason of the death of Physicians he should so state under oath and furnish a copy of the medical records kept by them, and if unable to furnish said record he also should state the facts and reasons under oath when the testimony of reliable persons who

can testify from personal knowledg that he was so treated stating the disease as well as the duration of all such treatment. The witnesses should state the means of knowing the facts to wich the testify with all the circumstances connected there with. the should also furnish their post office address. the affidavit should be executed before a clerk of the court, or a notary Public having a seal. upon reciept of the required testimony the claim will be early considered.

I am unable to furnish medical evidence in my case as to treatment for Scurvy from date of discharge up to 1880 for the reason that I had no Doctor employed in my case after discharge up to that time, but did use pattent medicine & linement & teas during that time, for Scurvy. one reason for not having a Doctor imployed in my case was that there was no Doctor closer than from 7 to ten miles and being a poor man and having a family to raise, I did not have a doctor as long as I could help it, but in the fall or begining of winter of 1879 Dr J. H. Wengert came to our neighbourhood then I soon employed him in my case and have been treated by him very frequent ever since to this time for Scurvy and its affects. I contracted my desease while on duty near Little Washington North Carolina and was taken to the Hospital on the 14th of June 1863, and while there the Doctor told me that my desease was Scurvy and intermittent Fever, and he said it could not be cured there for the reason that the proper diet could not be had there for the treatment of the disease. on the 10th of July 1863, I was put on a boat, and sent to Philadelphia to the Hospital came there in the morning of the 12th on ariving there, I got pleuricy in my left side and suffered very much from the effect for some time. my teeth ware all loos while there in the Hospital and while there the brought me some raw potatos slised in vinigar, but I could not bite them for the reason that my teeth ware all loose the then gave me cooked vegitables to eat wich was nessary in the treatment of Scurvy. on the 24th of July 1863 I was sent to Harisburgh to the Camp Hospital where I remained untill discharged with the Regiment on the 9 of August 1863. I have been suffering from Scurvy and its affects

ever since I contracted the same in the United States Service at or near little washington N.C. after being home for several month with proper care I became some what improved in health that I was able to perform some labour, and in Febuary 1865 I was again drafted, and on reporting to the marshel, I claimed exemption, on the ground that my teeth were then loose from the effects of the aforesaid disease. there was very little chance for a drafted man to get exempt as a great many claimed exemption without a cause. Since my return from the army in July 1865, I have been failing in health so much so that after a fue years from the time I came home I was compelled to give up my occupation wich was that of a house carpenter and by times do only such light work as my physical condition would permit, and for a nomber of years I have been compelled to abandon it entirely, still being able by times to do a little light work on farm, till within the last year I have not been able to perform any labour at all. quite a nomber of my teeth have come out of my mouth, and about a month ago two of my front teeth with a portion of decayed jawbone came out

In the matter of the origonal Pension Claim of Michael Feather No 379.344. on the 7th day of June 1884 personally appeared before me a Justice of the Peace in and for aforesaid County duly authorized to administer oaths Jacob Stufft aged 57 years a resident of west St Clair Township Bedford Co Pa well known to me to be reputable and entitled to credit and who being sworn declares in relation to aforesaid case as follows. I was a member of Co I. 171th Regt Pa Vol. the same as the Claimant belonged to, and was with the command at the time Claimant took sick at or near Little Washington N.C. wich was in the month of June 1863. the Claimant was sent to the Hospital at Little Washington. I went often to see Michael Feather he was very sick. I asked the Doctor that attended him what ailed the Claiment, and he told me that he had the intermittent Fever and Scurvy and so far as to my own personal knowledge, I honestly believe that he had the intermittent Fever and Scurvy when I went to see him in the Hospital at the time stated, and has been suffering with it from that time to this preasent. I live about six miles from the claiment and see him frequently, and I know he is not able to perform manuel labour. I further declare that I have no interest in said case, and I am not concerned in its prosecution

Croyl aged 56 years a resident of Union Township in the County of Bedford and State of Penna whoes post office is Pavia Bedford County Pa, and Leah Croyl of Union Township Bedford Co Pa whoes post office address is Pavia Bedford Co Pa aged 43 years well knowen to me to be reputable and entitled to credit, and who being duly sworn declare in relation to aforesaid as follows we know from personal knowledge that soon after the Claiment returned from the army that he was suffering very much with pain in his jaws and teeth so much so that he could not sleep or eat at times and his teeth ware loos from the affects of the disease & his breath was and is very offensive, and he has been suffering from the same ever since up to the preasent time the gums of his upper and under jaws has been eaten away by wich we think to the best of our knowledge by Scurvy, his teeth are so loos that two of them with peaces of jaw came out a short time ago. The above facts we know from being very intimately acquainted with the Claimant as he has worked for us and has been a frequent visitor to our house, and neighboured with us he lives about 2 miles from us we further declare that we have no interest in said case and we are not concerned in its prosecution

Bedford July 2nd 1884 facts of Statement in appeal to Sec. of Interior
and that the extend of his disability is as followes I have not been able to do a days work or any work for the last eleven mont and if I dont get any better then I am now I dont think I will ever be able to perform any manuel labour on account of disability incurred while in the Service and in line of duty (disease Scurvy and intermittent Fever and their results as discribed to me by the Surgeon while in the Hospital at Little Washington N.C.
The Claimant appeals for reconsideration of his claim for the following reasons that while in the Hospital at Little Washington North Carolina the doctor that attended me told Jacob Stufft while he was visiting me that I had intermittent Fever and Scurvy. See the affidavid of Jacob Stufft dated June 7th 1884 and also affidavid of Jacob D Burket another comrad, on file as to fever he being no Physician could not discribe any disease, and also all the evidence in my claim, and if there is any doubt as to the merits in my claim, I would most respectfully ask that a Special Examinor be appointed at once in the claim, or that my claim be refered to a Special Examiner, and that I be permitted to be heard as soon as posible by the Evidence

on this 15th day of october 1884 Personally appeared before me a Clerk of the Court in and for the aforesaid County, duly authorized to administer oaths Andrew Bleacher aged 62 years a resident of Napier Township in the County of Bedford and State of Pennsylvania, who being duly sworn according to law states that he is well acquainted with Michael Feather applicant for Invalid Pension, and know the said Michael Feather to be the identical person of that name who enlisted or volenteered as a privet in Company I. 171st Regt of Penna Vol. and who was discharged at Harisburgh Pa on or about the 8 day of August 1863, by reasons of experation of time of Service, that the said Michael Feather while in the line of his duty, at or near Little Washington in the State of North Carolina did on or about the third day of June 1863, become disabled in the following manner viz, He took very sick after coming off Picket he had soar mouth and throat and had fever and we thought that he was going to die, and the disease was knowen there as Scurvy and intermittent Fever. as ther ware quite a number sick at the time and a good many of our Regiment died while ther of the same disease the Claimant was sent to the Hospital at Little Washington, I think about the middle of June 1863, and I did not see him again until I saw him at Harrisburgh Pa to be mustered out of Service he was sick then. that the facts stated are personally knowen to the affiant by reason of the fact I was with the command at the time, and the Claimant with me and others tented together all the time until he took sick, and was sent to the Hospital

on this 30th day of January AD 1885, Personaly appeared before me a Justice of the Peace in and for the aforesaid County duly orthorized to administer oaths John King aged 66 years a resident of Union Township in the County of Bedford and State of Pennsylvania who being duly sworn according to law, states that he is acquainted with Michael Feather, applicant for Invalid Pension, and knows the said Michael Feather to be the identical person of that name who inlisted or volenteered as a private in Company I 171st Regiment Vol, and who was discharged at Harisburgh Penna on or about the 8th day of August 1863, by reason of expiration of term of Services, that the said Michael Feather while in the line of his duty at or near Little Washington in the State of North Carolina did between the 1st and 15th day of June 1863 become disabled in the following manner viz, That he got very sick and I thought he would die when I seen him he was in his quarters in camp he had a Feaver and his throat and mouth was very soar so that the watter was runing out of his mouth at the time. his sickness was Scurvy and intermittent Fever the reason why I know it is because I had the same sickness while in the Service, that the facts stated are personly knowen to the affiant by reason of, I was with the command at the time the Claimant contracted his disability. he was sent to the Hospital at Little Washington and I went to see him while there he was still suffering with the same disease. I further state the Claimant did not have measels while in the Service to the best of my knowledge, and deponent further states that he is well acquainted with the Claimant having knowen him for at least 35 years, and further that his knowledge of the facts

Personaly appeared before me a Justice of the Peace in and for said County Catharine A Kincaid of Union Township Bedford County Penna who being duly sworn according to law says that Michael Feather Claimant for origonal Pension No 379.344 did have the measels in the month of June 1852, he had them very bad. I remember vary distinctly that he was hoars and had such a bad cough that he could not speak loud for several days. the reason of knowing the above facts is that he is my Brother and some more of us took them at the time we was all living with our parents in the same house. I was with him day and night from the time he took them until he got well, wich was about two weeks. I am 47 years of age. I have been about and waited on a great many people that had measels and never knew any person to take them more then one time. While my Brother the Claimant was sick in the army I seen different letters that he wrote home from North Carolina saying that he was sick and that the doctors said that he had the Scurvy and that his throat and mouth was very soar. when he came home from the army in 1863, he was sick, and was not able to do any work for a couple of month and had to hire his work done. he has allways been compaining and sick up to the preasent time sins he was discharged from the army and most of that time he has not been able to perform manuel labour.

Personally appeared before me a Justice of the Peace in and for the aforesaid County Sarah Feather aged 50 years a resident of Union Township Bedford County Penna who being duly sworn according to law, says that Michael Feather Claimant for origonal Pension No 379.344 did have the measels in the month of June 1852. the reason I remember so distinctly is because I had them shortly after he had them he is my Brother and we lived with our parents in the same house and I am positive that he had measels. I know of many people in our neighbourhood who had the measels and I never knew of any one having them the second time. in August 1863 when he returned home he was sick and unable to work and he had holes in his mouth and tong wich I seen myself and his teeth was loose and his gums was partly eaten away from what knowledge I had then and what I have learned since by doctors the Claimant had Scurvy when he came home, and he was not able to do any work for several month and had to hire it done. in about one year he had improved some in health so that he was able to do some light work, but was not well. since his discharge from the army his health has been getting poorer all the time so much so that he is not able to do any work at all and he is still suffering from the same disease that he had when he came home in 1863. the knowledge is obtained of the above facts for reason that we have lived within ½ a mile of each other sins his return from the army and of seeing each other every fue days.
