In consequence of instructions received from you through Lt. Col. McDonnell, I published the order, several copies of which I enclose. Col. McDonnell informed me that written orders would be sent to me from the War Department, but that I must not wait for them—that he was authorized by you to instruct me to proceed at once to publish this order. I did so, and the effect has been good. Quite a number of deserters have come in, and I am reliably informed that those remaining with the enemy are kept under guard by negro troops.
I must act in good faith with these men. The orders in writing not having been received, the enrolling officers, who are not under my command, are seeking to arrest these deserters after they deliver themselves up, with a view to sending them back to their commands in Virginia and Georgia. Will you see that proper orders in this respect be given to enrolling officers, so as to prevent any conflict.
