Sir
            Mr John Cabell Ward who is a graduate of the Military institute is an applicant for an appointment as first lieutenant in the Provisional Army. Mr Ward is known to Colonel Smith who will inform you of his qualifications. He is very well qualified for the appointment and I take pleasure in recommending him for it. I should like to have him appointed & assigned to duty here to drill the men who are being mustered in at this place. A son of Judge Allen who was appointed & directed to report to me has declined & gone with a company of volunteers of which he is lieutenant to Manassas Junction & Mr Ward can be appointed in his place.
