Governor—
I take the liberty of calling your attention to the fact, that, A. P. Hill late of the US Army, is now here; Mr Hill resigned some months since, and offered his services to Va, his native State. he graduated at West Point in 1847. he brings with him great military experience, especially, as an officer of Light Artillery, his standing in the Army is very high, and the State I think should secure his services. Mr Hill has been offered by the Governor of Ky a Colonelcy, but declined, on principal, thinking / it was his duty to offer his services first to his native State; by the rule that has been adopted in making appointments from the Army, Mr Hill would receive the appointment of Lieut Colonel.

From personal knowledge I can corroborate all that Col Heth has stated above, and trust that Governor Letcher will secure at once to the service of the State the superior military experience & abilities of A. P. Hill—
