Edwin D Morgan
Governor of the State of NY.
                       
Sir
       A vacancy existing in the Captaincy of Co "D" of this Regiment by reason of the discharge from service of Capt Simpson on account of "physical disability" I recommend for promotion and appointment to that position 2nd Lieut George H. Starr of same Company. Lieut Starr has richly earned the place by his gallant conduct in all the battles in which this Regt has participated and deserves this recognition of meritorious services.
