Circular
It is a matter of great importance when the enemy is bringing against us all the men he can possibly get, that all our fighting material in the Army should be armed & equipped, and on duty with their Companies and regiments.
Commanding Officers are instructed to send back to the ranks all the extra duty men who can be spared through the reduction of our transportation and the little need of clerical labor.
Cooked provisions should be brought to the front as far as practicable by wagons, and detachments sent to the rear should be always in charge of an Officer.
Men must not be sent to the rear upon any pretext whatever upon except upon business connected with the service, or when incapacitated by wounds or sickness.
