As great delays in the business of this Court, and injustice to persons to be tried, are likely to result from the fact that accused parties are frequently sent up for trial who have never seen or heard the charges preferred against them until the very hour of arraignment thereon, the Court requests that you will publish an order to your Division to the following effect

Nov. 24 1864
General Orders
Nr 12.
In every instance in which charges and specifications are preferred against officers or men, the adjutant of the regiment to which the accused belongs will see that a copy of the same is served upon the accused, and endorse upon the original charges, before forwarding them, the fact and date of serving of said copy. And no case will be tried that has not these facts endorsed upon it."
