Sir
I hereby respectfully tender my resignation to the Commanding General, the reason of which is injustice in the line of promotion.
I have served over five years as a Non Commissioned Officer in the 1st Regiment of US Artillery. After evacuating Fort Sumpter I was stationed at Fort Hamilton N.Y. at which place I voluntarily instructed the 3rd Regt Rhode Island Vols in Artillery tactics.
Colonel Brown tendered me a position as 2nd Lieutenant (that being the only vacancy) which I accepted after procuring my discharge from the War Department.
During the bombardment of Fort Welles SC I was detached from my Company to proceed ashore with two Companies who were acting as Light Artillery which appeared as if Col Brown relied in a great measure upon my military experiance. Since [faded] changed into an Artillery Corps. [faded] / Island has made a number of appointments as 1st Lieutenants, also promotions from a rank inferior to mine, therefore I cannot discharge my duties with proper respect to my superiors in rank.
