            We, the undersigned, honorably discharged Soldiers and Sailors of the United States Army and Navy, residents of the State of New York, do most respectfully and earnestly petition your Excellency, that the law enacted by the 38th Congress (1864) in relation to the employment of honorably discharged Soldiers and Sailors be enforced; and desire to call your attention to the annexed sworn statements.
