Hannibal Day General Order, 29 July 1862
Head-Quarters
Recruiting Volunteer Service in Massachusetts,
And of Military Commander.
 
Boston 29th July 1862.
Gen. Orders No. 3.
                        I. In future no furloughs will be given to Recruits or to any member of a Recruiting Party to exceed four hours, without in each case sanction from this office and for very urgent reasons.
 
II. No promise of furlough will be given by any Recruiting officer on the Enlistment of a Recruit, nor will any other condition be made not expressed on face of the Enlistment, except in case of a drummer or fifer. Such may be enlisted, if competent players, & if over the age of 12 years & with consent of parent or guardian.
