Ellman L. Shepard was born on September 10, 1848, in Ohio, to Luther and Elizabeth Shepard. His father was a farmer who owned $5,000 of real estate and $530 of personal property by 1860. His mother died on September 19, 1853. By 1860, he was living with his parents in Ashland, Kentucky, and working as a preacher. He owned $250 of personal property in 1870. He married Rebecca Jones in the 1870s, and they had at least four children: Franklin, born around 1879; John, born around 1881; Roy, born around 1883; and Sarah, born around 1895. They lived in Sardis, Kentucky, until the late 1800s, when they moved to Covington, Kentucky. By 1910, they were living in Somerset, Kentucky. He died in Covington on November 15, 1919.
