Sir:
Your letter of the 3d ult., requesting the Department's decision in relation to the mess bill of Lieutenant C. F. Emmerick during the time he was on leave of absence, has been received.
It appears that upon the return of Lieutenant Emmerick from a leave of absence granted him by the Department on account of the death of a member of his family, the subject of his mess bill, during his absence on leave, was considered by the members members of the mess, a large majority of whom decided that he should be charged only half mess bill during that time.
This is a question which can be properly regulated by a majority of the members of the wardroom mess, and the Department does not deem it advisable to interfere in the matter.
