Sir:
Your report under date of the 24th ulto, charging Ensign J. H. Glennon of the U.S.S. Ranger, with disobedience of orders in absenting himself unnecessarily and without leave from the fire-room, while on duty for instruction, and in refusing to return on the order of the engineer officer on watch, has been received and considered in connection with a statement from Ensign Glennon, dated the 16th ulto, relating to the same subject.
Ensign Glennon has been informed that under General Order No 290, the Chief Engineer is vested with the supervision and control of ensigns, midshipmen and naval cadets during the time they are on duty or receiving instruction in the fire or engine-room of the vessel to which he and they are attached; and that his instructions or orders, and those of the officer in charge of the engine-room watch, must be obeyed, with reference as well to absence from the engine room during the hours of duty or instruction, as to the practical details of such duty or instruction, and instructed to govern his conduct in future, under similar circumstances, in accordance with the views thus expressed
