VI. Capt. James M. Tracy V.R.C., on special duty in the Office of the Assistant Commissioner will proceed without delay to Clarksville Tenn., and assume temporary charge of freedmens affairs in and for the Counties of Dixon Montgomery and Stewart Tennessee.
