Captain,
The Assistant Commissioner directs that abandoned property will be leased for 1867, and that in the execution of leases you will be guided by the following,
Lands will be leased for the year, the rents to be paid one half on the 1st of August and one half on the 1st of Dec, 1867. Tenements, Store Houses &c will be leased from month to month, the rents to be paid monthly in advance.
Lessees of Abandoned lands will be required to give security by the endorsement of one or more reliable citizens resident in this State, and no lease will be executed until the Bureau shall be secured against / loss.
Property held by this Bureau as abandoned is not in any way subject to the control of private parties and claims of such parties to this property will not be considered by the rental agents of this Bureau. The fact of abandoned property not having been restored by the orders of this office is in all cases sufficient evidence of authority for releasing the same.
Twenty per cent will be deducted from the rental valuation of lands where the lessees can pay the rents in advance for the year.
