Dear Sir—You will doubtless remember saying to me, as we passed through Columbus, for Recruiting Service and furlough, that when the Regiment filled up, and there was a vacancy for Lieut. Col. or Major, if I got the Colonel's recommendation I could get either position. I went home and labored earnestly to fill the Regiment, and recruited about one hundred men in three weeks. Lt. Col. De Hass is now dismissed—the Regiment is nearly up to the minimum number, which entitles it to a full corps of Officers. To-day the Officers of the Regiment, with great unanimity, recommended me for a "Field Office in our Regiment", and the Col. says he is very desirous that I shall be Lieut. Col. When the papers reach you, signed by nearly all the Officers present, and / endorsed by Col. Mason, I trust you will feel it consistent with your duty, and the good of the service, to present my name to His Excellency Gov. Brough for either the Lieutenant Colonelcy or Majorship. As the promise referred to was before your order relating to seniority was issued, I hope you not allow that rule to prevent my promotion. Gov. Tod told me, about a year ago, that if Col. De Hass left the service I should have his place. As it seems to be the desire of the Officers and men of the Regiment, I hope you will make this an exception to the rule of seniority.
