Dear Sir
I have one hundred men ready to be mustered into the service of the state, to form one company of the regiment of mounted rangers to be raised by the state, for the protection of the frontier. The 8 sec. of the bill for raising the Regiment reads thus; "That the volunteer service now in the service of the state, shall be received as a part of the force hereby provided, upon their compliance with the provisions of this ordinance", giving those before enlisted in the service of the state a preference over those yet to be raised. my men were raised under by the authority and under the order of Col McCulloch for the purpose of taking possession of and holding Fort Inge and Camp Wood, and are now at those two posts. My commission bears the date of the 21st of of Feb 1861.
 
I cannot leave either of the posts to be mustered into the service of the state, as that act would leave those posts, and the government property under my charge, without protection. we therefore desire that we should be mustered in at those posts, or relieved, so that we can be mustered in elsewhere
