General
            Gov Allen will meet you at Mansfield tomorrow night. He has my views and will give you a communication empowering you to do as you please in the existing emergency. The troops will be permitted to remain as a police force until you choose to order otherwise. I write you at length by Gov Allen. I would accompany him, but, like yourself, I am surrounded by difficulties which require my presence to combat. Gen Smith left for Houston this morning
