I respectfully beg permission to place before the War Dept. the services of Colonel E. A. Carman Comd 13th N.Y. Vols
Colonel Carman reported for duty with his present Regiment in September 1862 while this Divn was on the march through Maryland. He commanded his Regiment with marked gallantry & skill at Antietam & during that campaign, subsequently marched with the Divn to Stafford C.H. and was present in the Chancellorsville Campaign & the Gettysburgh Campaign, on both occasions in command of his Regiment.
In the summer of 1863 he was for some time in command of the 3d Brigade of my Divn manifesting a very thorough acquaintance with the duties of a Brigade Commander in drill discipline & administration. /
Since our transfer to this Dept. Col. Carman has been constantly with his command, in charge of important posts & as President of General Courts Martial & Commissions for the trial of citizen offenders.
During the present campaign Col Carman has commanded his Regiment and was engaged in the actions at Resaca, Dallas, Kulp's Farm & in several lesser engagements.
Previous to his appointment as Colonel he was Lieutenant Colonel of 7th New Jersey Vols. & was severely wounded at the battle of Williamsborough. Previous to the breaking out of the rebellion he had filled an important professorship in a military institute.
To a superior education, civil & military, & a sound, discriminating judgment, Colonel Carman adds long & faithful service and an experience in the field that few officers of his rank have had. He has been exact & constant in the discharge of his Regimental & other military duties & I may be permitted respectfully to add has fully & faithfully won a claim to promotion

great pleasure to add my
testimony to that of General
Williams in his behalf.
I know of but few officers in
service, if any, who have su-
perior claims to the favorable
consideration of the authorities.
In my opinion he has well
earned promotion on many
hard fought fields.
