Sir.
Your petitioners citizens of New London & its vicinity respectfully represent that Henry W. Washburn late Acting Master of the U.S.S. Morning Light was taken prisoner at the naval engagement off Sabine Pass, on the                 day of              A.D. 1863 and has ever since that time remained in the rebel lines. Your petitioners thinking that this officer is worthy the consideration of the government & learning that applications have been successfully made for the release of other naval officers who have been captured respectfully request you to take such measures as lie in your power to secure Mr. Washburn's release.
