Stuart Burns served as a captain and assistant quartermaster in the Union army. By October 1865, he was serving with the Freedmen’s Bureau in Petersburg, Virginia. That month, he reportedly “made an address exhorting the freedmen to labor, and disabusing the minds of the blacks from the idea that lands of their late owners would be divided among them.” He remained in the army until at least June 1866.
