                        The following dispatch has been received from the Adjutant General.
 
                        It is understood that Volunteer Officers are being Mustered in from date of Commission, which is wrong.”
                        When appointed or promoted they should be mustered from date at which they actually commenced Service, and at which they first appeared on Pay Rolls in new grades.”
