            I would very respectfully beg leave to recommend to your kindly notice, Actg 3rd Asst Engineer C M Goodwin.
He has been in the U.S. Str “Nansemond” for the past 2 years and I take great pleasure in recommending him for promotion, as I am satisfied, he is in every way fully qualified, for the position of Actg 2nd Asst Engineer in the U.S. Navy
