My Dear Colonel—
I have presented the petition of which the enclosed is a copy & personally urged your appt as Brigadier General by the President. He replied—speaking in very high terms of your service, that it was a question of time, only, & that the ony difficulty was that so many had lately been appointed. I have reason to hope I shall secure your appt. Please give my kind regards to Mrs Mulligan & believe me
