My Dear Sir
Your esteemed favor of 18th inst was received a few days since, and for which please accept my thanks.
I had intended to avail myself of the oppertunity while the Tariff Bill was under consideration by your Committee to present a few suggestions on the subject, after the Report of Mr Wells had been published, and expected for this purpose to be in Washington early in January, supposing that your Committee would not be prepared before that time to make a Report.
It seems however that my business here at present will prevent my leaving as desired, and

I am unable at this time to hope for any thing beyond the opportunity of being able to visit Washington while the Bill is in the hands of the House Committee.
Permit me here to say that I have a feeling amounting almost to a conviction that your Committee has entered upon this business in so thorough a manner, as to leave little room for doubt, that their conclusion will be otherwise than satisfactory to those of our people who look to the interest and general welfare of the whole Country, rather than that of individuals.
Intending to have the pleasure of meeting you in Washington during the coming month
