of the Texas Delegation for the appoint
ment of Col.  R.  R.  Garland of the
6th Texas Regt. as a Brigadier Gen =
eral has been shown me,  I have
not assigned it - but I think today
that I concur in the recommend =
ation,  not because of any person =
al or local consideration,  but be =
cause I believe from reputation
that he is an able and efficient
officer. -
