        We the undersigned Senators &
Representatives of the State of Texas
respectively recommend Colonel
R  R  Garland of the 61st Texas
Regiment of Infantry for promotion
to the rank of Brigadier General.
Col  Garland was a Captain
in the 7th Infty U S A ; upon the
sucession of the Southern States
he resigned his commission and
in 1861 raised a regiment for
the War in Texas & has commanded
it ever since except when
in command of a Brigade.
      We are assured that he is an
intelligent and experienced officer
well qualified to render service
in the position for which we
reccommend him
 
     We are very respectfully
