                                                I beg leave to make the following report—
            The 1st Regt is still in tents—and there are no signs of cabins being erected. The wagon yard is in very bad condition. The horses have no protection whatever, nor do they appear to be attended to at all, being very poor, and covered with mud. The fortification near this regiment has been used as a sink.
 
7th Regt
The cabins of the 7th Regt are nearly all completed, and are comfortable. A few remain unfinished for want of boards to cover them. The wagon yard is in bad condition. Brush arbors have been erected for the protection of the horses, but as they do not keep the rain out, and prevent the sun from drying the ground they are objectionable. The same objection obtains in regard to the ab arbors of the 11th & 17th regiments—
 
11th Regt
The officers and men of the 11th Regt are nearly all housed in comfortable cabins. / They would all be soon in their cabins if one or two extra additional teams could be gotten for a few days to haul the logs & boards. Many of the horses look badly and show lack of attention—particularly of the curry-comb. There is great want of management in wagon yard. The sinks are in bad condition—
 
17th
The cabins of the 17th are excellent, and the officers & men are all housed. The police of this, as of the other three regiments is bad. A thorough police should be made as soon as possible. Much decayed matter and spoilt provisions are to be seen in all the regiments—
 
The Loudon Artillery has comfortable huts. No arbors have been made for the horses but they are protected from the winds by a brush enclosure which permits the sun to dry the ground, and is therefore preferable to an arbor. The horses look very well. The police is good
 
                        From the appearance of the regimental horses more than half of them will die before March is over. If possible plank should be furnished to build sheds for them—
