Ploudon R. Huggins was born on July 4, 1843, in Waterville, New York, to Ploudon and Maria Huggins. The family moved to Belleville, New York, and he grew up and attended school there. He enlisted in the United States Marine Corps on August 1, 1864, and he served in the Atlantic Blockading Squadron.
He settled in Oneida, New York, after the war, and he married Ida Thatcher around 1869. They had at least four children: Martha, born around 1872; Albert, born around 1877; Ross, born around 1882; and Mary, born around 1883. They moved to Washington, Iowa, in the 1870s and then to Rome, New York, in the 1880s. He earned a living as a farmer and an insurance agent. In 1914, a local writer declared him “one of Rome’s oldest and most highly esteemed residents and businessmen.” He died of heart failure on October 13, 1914, near Piseco Lake, New York.
