General—
A recent letter from the Honble Secty of War through a Mr H[?]art of New Orleans authorises me to permit the shipment of produce to New Orleans in sufficient quantities to cover the introduction of arms intended to be placed in the hands of certain loyall persons within that city. In obedience to instructions received from War Dept, I have so completely stopped the trade which existed previous to my assumption of command, that to reopen it now without some special pretext, is in my opinion well calculated to excite the suspicions of the Federal Officers in New Orleans and thus thwart the object we have in view.

This letter is addressed to Genl S. Cooper Adj & Insp Genl but as I am informed by Honble C. M. Conrad that Genl Cooper is not informed upon the subject refered to, I have taken the liberty of addressing it to his Excellency the President.
