                                                            I have given no authority to raise troops on the Rio Grande except upon the basis of Colonel Davis command. Any authority from me will be in writing and no other representations should be regarded at all. I do not remember Mr Gray by name. The general condition of troops raised for Texas in regard to term of service will be the same as other troops for the war. Please inform Colonel Davis of this.
                                                            General Washburne will reach Pass Cavallo to morrow morning. I do not anticipate much resistance at that point. If we obtain the pass our troops will remain at Saluria, the strongest position at that point. For the present I shall go to New Orleans to morrow.
