I have the honor to state that a number of unlisted men – drafted men, substitutes, men returned from hospitals and belonging to my command/30th, 31st, 45th Ill. 12th, 16th Wis./ have been collected at Nashville-Tenn. and put on duty there.
Others have been picked up by regiments army in Tennessee an kept in their ranks.
I respectfully request that an order be made returning these men to their proper commands, and that requiremental commanders in the Department of the Cumberland ascertain, by inspection what men, if any belonging here, are serving with them, an that they send all found to their proper commands.
When I passed through Chattanooga in the middle of October, over one hundred recruits belonging to the 45th Ill. were at that post. The 45th Ill. was then stationed near Ackworth and remained there till November, yet not one of those recruits reached the regiment.
I fear that many one year’s men who have received large bounties, and substitutes who have obtained larger premiums, will will barely reach their proper commands in time to be mustered out.
