Respectfully returned Approved Although I can ill spare my men, still it is so manifestly for the interest of the service to promote upon merit, and Corpl James Elmsly having served faithfully and being by education capable to fill higher positions, the Captain Commanding "B" Co will prepare the necessary papers for his Transfer.

Corpl James Elmsly of the 132nd New York has been my clerk since April 28/63 and leaves me for promotion as Sergt Major in the 1st N.C.C. Vols.
It is only doing him justice to say that he has excellent abilities, and that he has been faithful to the letter in whatever business I have entrusted to him
