Sir:
            In reply to your application of the 22d January last for certificate in lieu of lost discharge, I have the honor to inform you that the same has been this day referred to the Second Auditor—in whose office your original discharge as 1st Lieutenant, 103d Ohio Infantry is filed—for action under Section 282, Revised Statutes, United States, which provides for the return of discharges filed with the accounting officers of the Treasury.
