Sir:
It is not within the power of the Secretary of War to furnish the first five volumes of the "OFFICIAL RECORDS OF THE WAR OF THE REBELLION," but as I am required, by the act of August 7, 1882, to report to the first session of the Forty-eighth Congress what volumes of the work prior to volume 6 have not been furnished to the libraries, organizations, and individuals designated to receive the same by the Senators, Representatives, and Delegates of the Forty-seventh Congress, I have to request that you will indicate, by return mail, on the accompanying blank form, which of the first five volumes you have received.
I inclose an envelope, with postage prepaid, for your reply.
