                        Herewith I enclose application of the Col of the 2d Texas for commission for 1st Lieut and Adjt of the Regiment to be issued to 2d Lieut G H Radetzki, Co D. 1st Texas Cav.:—and for Reg't Quartermaster of the 2d Texas Cavalry, to be issued to Q.M. Serg't H. E. Evans, 20th Wis. Vol. Inf. I hope the commanding General will see fit to forward their commissions at once. The 2d Texas Cavalry has now about 300 men, and no officers mustered in, and the necessities of the service are so urgent that I find it my duty to order the above officers to be mustered in assigning one to each company without commissions subject to the approval of the Maj Gen Commanding. I fully appreciate the delicacy of my position in assuming this posture, and should not do it unless I consider the case one of emergency and necessity. I trust I shall not have the disapprobation of the Commanding General.
