Between Baltimore and Washington, DC along US 1, there were few places African Americans could stay. The Waterloo Tourist Cabins were establish in the late 1930s for travelers.

In an advertisement for the motel in the Afro-American, the Dutch Cabins were described as "heated with hot and cold running water." The motel was six miles north of Laurel and 14 miles south of Baltimore on US 1. There were individual one-room, two-bay cabins of one story behind a three bay one story office.
