Detailed History
In the 1940 Baltimore C&P Telephone Directory, the business is called Vilna (not Velma which is a misspelling) Tavern at 2242 Pennsylvania Avenue at the Baker Street intersection, and according to an ad in the Afro-American Newspaper, it served seafood. Now the Calabar Grill.
