Colonel,
                                    His Excellency Gov. Andrew has transmitted to me a copy of the report of Col Johnson inspecting officer showing a very bad condition of affairs in the 32d Mass. I receive the act as an intimation that I am responsible for that condition.
 
            I would respectfully request your opinion as to my responsibility for the state of the regiment as reported and also as to the condition of its men—camp, arms, instruction and discipline while I was in command.
 
            Be pleased to understand that I do not ask or expect a whitewashing reply but whatever it may be it will be kindly & thankfully received, & I shall always be
