Your letter of the 24th of February reached these Head Quarters during my temporary absence in New York.
I was not sufficiently familiar with the condition of your regiment while under your command to enable me to give an "official" "opinion", but I have no hesitation in saying that sufficient time has elapsed since you left the regiment, for it to fall very materially from any standard of excellence it may previously have attained
The inspection reports to which you refer I am unable to furnish as the Inspector General has no copies / of them in his possession.
