Colonel:
His Excellency Governor Andrew wishes me to ask you in relation to a question, arising in the Regiment you lately commanded. It appears that Lucius H. Warren was commissioned 2d lieutenant, July 31, 1862, and Norman F. Steele, Aug. 14, 1862; Warren being then senior of the two. Steele was promoted 1st Lieut. Oct. 21, 1862, and Warren, Dec 14, 1862, thus reversing the order of rank as to those two; but Steele being sick, Warren was first mustered in as 1st Lieutenant. There being now a vacancy as Captain, the Colonel recommends Steele on account of seniority, declaring both to be meritorious officers; and Col. Sweitzer, commanding the Brigade, endorses / the recommendation. His Excellency now wishes to know, if there is any reason in your mind, for going back of the promotions to 1st lieutenant, and placing these officers in the same relative order of rank, as to each other, which they held when second lieutenant; in other words,--which of the two is now the best entitled to promotion.
