Your favor of Feb. 15 has just come to hand. Upon its receipt I placed the following endorsement and immediately forwarded it to Governor Bullock
"The foregoing letter fm Colonel F. J. Parker is respectfully sent to His Excellency Governor Bullock with the hope that he will allow it to be filed with the papers of the 32nd Vols, as a part of the history of the Regiment and its officers, and as an act of recognition of the generous and patriotic course of its past Commander
