Philip Arrison was born around 1841 in Northumberland County, Pennsylvania, to Margaret Arrison. His father probably died in the 1840s, and his mother remarried George Good in the 1850s. He grew up and attended school in Sunbury, Pennsylvania, and by 1860, he was working as a boatman. He married Elizabeth Thurston in the early 1860s, and their daughter Emma was born around 1862.
He enlisted in the Union army on September 12, 1862, and he mustered in as a private in Company D of the 3rd Pennsylvania Militia Infantry. According to his service records, he was 5 feet, 5 inches tall, with dark hair and gray eyes. He mustered out on September 25, 1862. He returned to the Union army in March 1865, mustering in as a private in Company C of the 74th Pennsylvania Infantry. He mustered out on August 29, 1865.
He returned to Sunbury after leaving the army, and he earned a living as a blacksmith. By 1870, he owned $1,000 of real estate and $100 of personal property. He served as an officer in the local Y.M.C.A. and the local Sunday School. He died on May 9, 1883.
