My Dear Sir
Your letter of the 31st ult was duly received. I am somewhat astonished to think that Dr Kesper should report to you that my Certificate was lost or stolen from his tent in his absence. I have writen Dr Kesper three letters in reference to my mail and that Certificate but have never been able to hear a word from him. Dr Kesper took that Certificate from the P.O. in camp on the 21st day of Sept last and was to have forward it to me imediately as he had my address. If what he asserts be true why did he not notify me of it so I could have stoped the payment of it. but on the contrary I could get to no ans. / to my letters from him. Yours is the first that he has made any reply to the matter. I had other mail matter that fell into his hands that must have been stolen likewise. I do not like the way that Dr Kesper has acted in this matter. He could most certainly have written me that the Certificate had been stolen and I could have stoped purhaps the payment of it. I have written to the medical Purveys at Baltimore, Philadelphia, Newyork, and Cincinnati directing them not to pay it. Should you think of any other place where it would likely be paid I wish you would if possable stave off the payment of it the No is 9124: of $10000 So sayes C B French 2d Auditor of the treasury Department. I most certainly shall hold Dr Kesper responsible for that Certificate for I do not credit one / word of its being stolen from his tent Dr Kesper made out my account for that month. the account was made out in his hand writing and as he claimed to have had experience in making out such accounts. and I think Dr Kesper can report diferent about that Certificate. I would not willingly charge any thing to any man but his not answering my letters in refrence to matter is suspicious. also my other mail matter that fell into his hands cannot be found I have written the PMD at Gettysburg Pa Washington DC and can get no trace of them.
Will you be so kind as to inform me should Dr Kesper be orderd away from Camp Letterm—) to what place he has been orderd to. I would like to keep track of him. I have no doubt but what that Certificate has been / paid by some of the dispersing officers
I am very thankfull to you for the information given me in your letter. I wish you might be able to find the lost Certificate
