Colonel,
The enclosed communication explains itself. please approve and forward to the Chief of the special Arm for his approval before passing through Department Head Quarters. A large Court Martial has just been convened, two or three Colonels, and no member below the rank of Major. I hear nothing of Briggs' case that is new. Rebels have communicated by flag of truce with Saxton in regard to the Washington, have not learned particulars.
