Edwin Metcalf was born on August 23, 1823, in Providence, Rhode Island, to Joseph and Evelyn Metcalf. His father was a leather dealer. He grew up and attended school in Providence, and he graduated from Brown University in 1842. He married Eliza H. Atwell on December 14, 1846, and they had at least two children: Frederick, born around 1848; and Evelyn, born around 1860. He worked as a lawyer in Providence, and he served as a clerk for the state Supreme Court. By 1860, he owned $500 of personal property.
In the fall of 1861, he received a commission as a major in the 3rd Rhode Island Heavy Artillery. In late 1862, he became the colonel of the 11th Rhode Island Infantry. That November, Union officials transferred him back to the 3rd Rhode Island Heavy Artillery. The regiment took part in the siege of Charleston, and he resigned on February 5, 1864.
He returned to Providence after leaving the army, and he resumed his work as a lawyer. His wife probably died in the early 1860s, and he married Anna Thayer on September 3, 1865. By 1870, he owned $2,000 of personal property. In the early 1880s, he served as president of the Rhode Island Temperance Union. He was elected state attorney general in 1886. His health deteriorated in the early 1890s, and he retired in 1891. He died in Providence on January 18, 1894.
