My dear Sir
I was informed yesterday that W W. Blodget, Esq. takes ground, very positively, that the form of the proposed prohibitory amendment is unsound, in that (as I understand the explanation) it does not provide for any law-making to enforce its intent.
He assures that the form should be similar to the constitutional provision as to lotteries, i.e. making it a legislative duty to prohibit
Mr B. desires a conference with the friends of the amendment, at Newport, on Tuesday—I hope it may be possible for you to take part
