Hon. Francis J. Parker:
                                               
Dear Sir:-
                        His Excellency, Governor Andrew, directs me to say to you that the parties most actively interested in the formation of the Irish Regiment have suggested to him the names of certain gentlemen of Irish descent and birth, for field officers, and have requested him to appoint them if he is satisfied of their competency.
 
            Under the circumstances, and after a careful review of all considerations he feels that the proper course for him to pursue is to comply with this request, and therefore another arrangement, / which would have placed you at the head of the regiment, seems now to be impracticable.
 
            You cannot but be aware of the sincere esteem in which His Excellency holds you, and therefore will need no assurance from him beyond the simple statement that under other circumstances, if it could have been effected so as to have been equally agreeable to those concerned, it would have afforded him pleasure to have assigned you to that command.
 
            His Excellency directs me to express / his regret that you should not have been able to see him when you have called, and to say that he has few more welcome visitors than yourself.
